Yliana Selene Hernández Hernández
Biography
Yliana Selene Hernández Hernández is the Projects Portfolio Manager at Conagua, the National Water Commission of Mexico. Within her role, she has overseen the co-ordination of bidding documents, basic studies, bidding, contracting and construction, and external supervision of the Waste Water Treatment Plant of Atotonilco and basic engineering studies and bidding for the WWTP of El Caracol.
Yliana has also worked on the development of water policy, focusing on environmental protection as planning for the portfolio of programs and projects of Conagua, and the development of a six-year investment program for the SHCP. She has been involved in:
– Analysis and evaluation of the program portfolio and investment projects.
– Monitoring of programs, activities and projects at various stages, from planning, procurement and construction, with the information reported by the competent administrative and coordination with the Planning units.
– Integration and monitoring of the primary catalog of projects in the water sector, involving stakeholders at the state, regional and national level to fulfill the objectives and strategies of the National Water Program 2014-2018.
– Analysis of planning, programming, budgeting, implementation, monitoring and control, evaluation and accountability processes and goals for improvement.
Yliana is an alumna of the International Program Visitor Leadership (IVLP) of the U.S. State Department entitled “Protection of Water Resources in the United States” in March 2014, and holds an M.Sc in Environmental Engineering. She is a member of the Civil Engineers Association of Mexico (CICM).
