Biography
Mr. Chaly is a Ukrainian diplomat. He holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary. His most recent position was the Ambassador of Ukraine to the United States (2015-2019), expanding his diplomatic mission as Ukraine`s Ambassador to Antigua and Barbuda and to the Republic of Trinidad and Tobago, with residence in the US and Permanent Observer to the Organizations of American States.
Ambassador Chaly previously served as Deputy Head of the Presidential Administration of Ukraine, Foreign Policy Advisor to the President of Ukraine (2014-2015), Deputy Minister for Foreign Affairs of Ukraine (2009-2010).
His earlier public-sector career also included service as Assistant to the Deputy Secretary of Ukraine’s National Security and Defense Council (1997-1999) and Senior Consultant at the Assistants’ Group to the President of Ukraine (1995).
In 2006 to 2009 and 2010 to 2014, he worked as Deputy Director General of a leading Central and Easter Europe think tank, Razumkov Centre, where he supervised foreign policy, international law, and security programs. Since 2000 he is the Consultant to the Foreign Relations Committee of the Parliament of Ukraine. Since 2002 he is the Сonsultant to the Committee on European integration of the Parliament of Ukraine. He was a Chair of the Civil Society Expert Council with the EU-Ukraine Cooperation Committee.
Having finished his work as Ukraine’s Ambassador to the U.S., Mr. Chaly is back in the non-governmental sector as the chair of the Ukraine Crisis Media Center (UCMC) board.
He holds a degree from Vinnytsia State Pedagogical University, Department of History and a postgraduate degree in international law from the Institute of International Relations, National Taras Shevchenko University in Kyiv.
