Biography
Rafael Ugaz has been the Executive Director of ProInversión since 2019. Throughout his career, he has led project development, strategic planning and financial analysis, feasibility studies, commercial structuring and investments in transportation, mining, water, energy and technology, including airport concessions in Costa Rica and sanitation in Ecuador; as well as experience in PPP contract for part of the London Underground railway in the United Kingdom.
In last 10 years, Mr. Ugaz has held various management positions at Bechtel Enterprises (BEn), the Bechtel Group project, investment and financing development unit. Previously, he was responsible for the evaluation of the performance and risk analysis of the investment portfolio of 15 financial institutions at COFIDE (Corporación Financiera de Desarrollo). He has carried out consultancies and research on the development of the Peruvian financial system for the World Bank.
Mr. Ugaz is an economist from Pontifical Catholic University of Peru, with an MBA in finance and economics and a master’s degree in public policy from the University of Chicago. He has 20 years of national and international experience in infrastructure projects, Public Private Partnerships (PPP), construction, mining, banking and project finance.
